Forms with fields
This tool works with PDFs that have interactive form fields, the kind you can click into in a PDF reader. Your entries are saved into the fields, so the form stays fillable and can be changed later.
Forms without fields
A scanned form, or a flat one that was simply printed to PDF, has no fields to fill. Use Add text to PDF to type on top of it instead. To lock a filled form so it cannot be changed, use Flatten PDF afterwards.
Questions about Fill PDF form
Are my files uploaded when I fill a PDF form?
No. Scissor PDF runs a PDF engine written in Rust and compiled to WebAssembly inside your browser tab. Your files are read from your disk into the page's memory, processed there and saved back to your device. The site has no upload endpoint, and its Content Security Policy blocks the page from sending data to any other server.
Why can't I click into my form?
It probably has no interactive fields, for example because it is a scan. Use Add text to PDF to type on it.
Can the recipient still change my answers?
Yes, the fields stay editable. Use Flatten PDF afterwards to make them permanent.
Can I sign the form too?
Yes. Save the filled form, then open it in Sign PDF.
Is it free? Do I need an account?
It is free, with no account, no daily task limit and no watermark added to your documents. Because the work happens on your own computer, there is no server cost per file for us to recover.
